If £82 million in cuts were made to the arts council budget over the last few years, then of course it was going to lead to the slow destruction or closure of funded arts organisations.
The question now would be "can the arts ever be returned to their previous quality, even if properly funding is reinstated". After all, the unemployed people would have found other work, left the work force altogether or perhaps left their home city forever.
